Data description
The balance of production and consumption of cereals and cereal products is used to develop agricultural policy, study and analyse market trends, and identify key relations and correlations among quantities produced, imported, used domestically, exported as well as stocks.

Until the moment of publication of official statistics this statistics shall not be published.
Confidentiality - data treatment
Data confidentiality in the Rural Support Service (RSS) is assured in accordance with the RSS information security policy. Employees of the RSS are prohibited from disclosing data and other restricted access information which has become known to them when performing service or work duties. The RSS takes all necessary measures to prevent unauthorised access to, misrepresentation or dissemination as well as accidental or unauthorised destruction of the data.

Quality assurance
Quality management system of the RSS acquired ISO 9001 certification in 2011. Thus, RSS stakeholders can be sure that RSS activities and functions meet internationally recognised quality management standard and that the existing management system is maintained in full conformity with the certification requirements.
Information security management system of the RSS acquired ISO 27001 certification in 2014. The system is aimed at protecting information from being disclosed, misrepresented, or irretrievably lost, and ISO 27001 is an international standard that specifies information security management system requirements.
Quality assessment
Quality of statistics is assessed in accordance with the existing requirements of external and internal regulatory enactments and in accordance with the established quality criteria.
Regulation (EC) No 223/2009 of the European Parliament and of the Council on European statistics states that European Statistics European statistics shall be developed, produced and disseminated on the basis of uniform standards and of harmonised methods. In this respect, the following quality criteria shall apply: relevance, accuracy, timeliness, punctuality, accessibility, clarity, comparability and coherence.
The Central Statistical Bureau (CSB), as the leading institution of the national statistical system, has set common general (institutional level) quality requirements for Latvian statistical institutions, applying the European Statistics Code of Practice. The European Statistics Code of Practice contains 16 principles.
The overall assessment of data quality is good.

The need for main crop product balance sheet calculation, methodology used as well as detail and timeliness thereof are laid down in the binding regulations and recommendations. The balance sheet is an important tool used to analyse and monitor market, make projections and decisions as well as develop methodology.

- Human consumption and animal feed is estimated based on the CSB data (CSB questionnaire Crop Production (2-LS) (available in Latvian) and Questionnaire Regarding Grain (2) attached to the Cabinet Regulation No 841 Procedures for the Gathering and Compiling Information Regarding Prices and Trading Volumes of Agricultural Products in a Specific Reporting Period of 1 November 2011). Human consumption and crushing (for oil and biofuel production) is estimated based on the CSB information about the volume of oil and biodiesel produced in year N (CSB questionnaire Industrial Production and Industrial Services (1-rūpniecība) (available in Latvian)) and Questionnaire Regarding Grain (2) attached to the Cabinet Regulation No 841 Procedures for the Gathering and Compiling Information Regarding Prices and Trading Volumes of Agricultural Products in a Specific Reporting Period of 1 November 2011). Seed volume is estimated based on the CSB information on the areas of spring rape/turnip rape for the harvest of year N and information on the areas of winter rape/turnip rape for the harvest of year N+1 (CSB questionnaire Crop Production (2-LS)).
- Imports and exports are estimated based on the CSB information on the volume of imports in year N in breakdown by country (CSB questionnaires Report on Trade Between the Member States of the European Union (Arrivals–Intrastat–1A) and Report on Trade Between the Member States of the European Union (Arrivals–Intrastat–1B)) and CSB information on volume of exports in year N (CSB questionnaires Report on Trade Between the Member States of the European Union (Dispatches–Intrastat–2A) and Report on Trade Between Member States of the European Union (Dispatches–Intrastat–2B)).

The data are collected by the RSS itself by compiling information submitted via Questionnaire Regarding Grain (2) attached to the Cabinet Regulation No 841 Procedures for the Gathering and Compiling Information Regarding the Prices and Trading Volumes of Agricultural Products in a Specific Reporting Period of 1 November 2011 as well as using agricultural and foreign trade statistics compiled by the CSB.
