Data description
The Quality of Life in Cities survey is aimed at collecting information on various aspects of life in state cities, e.g., satisfaction with educational facilities, health care services, urban planning (green and public spaces, sport and cultural facilities), feeling safe in the city and trust in local police, satisfaction with the work of local public administration. The questionnaire also contains questions about job, educational attainment, main modes of transportation used, satisfaction with local public transport and life in general.
The survey is co-funded by the EU and the results thereof will provide insight into the extent to which statistics on cities collected by the EU Member States coincide with the opinions of the city residents.

Statistical unit
Inhabitants of Latvia aged 15 and over living in private households.
Statistical population
Survey sample included 4 063 people in 2017 and 7 500 people in 2022 – inhabitants of Latvia aged 15 and over who live in private households and have registered their place of residence in one of the State cities (except for Riga). ). Eurostat included 10 990 people (2019) and 11 812 people (2023) in Riga survey sample.

- Quality of Life in Cities survey 2022 is conducted based on the grant agreement No 101052279 - 2021-LV-CITY concluded between the European Commission and Central Statistical Bureau of Latvia (Section 8, paragraph two, Clause 1 of the Statistics Law).
- Quality of Life in Cities survey 2017 - based on the grant agreement No. 08141.2015.002- 2015.613 concluded between the European Commission and Central Statistical Bureau of Latvia.
- Eurostat survey that covers also Rīga state city was based on Regulation (EU) 2017/2391 of the European Parliament and of the Council of 12 December 2017 amending Regulation (EC) No 1059/2003 as regards the territorial typologies (Tercet).

Comparability - geographical
Results of the perception survey "Quality of Life in European Cities" are available in the Eurostat database Section: General and regional statistics/City statistics/ Perception survey results.
Length of comparable time series
Results of the survey 2022 are partially comparable with the results of survey 2017.
Rīga results of the survey 2023 are comparable with the results of survey 2019.

The data are collected with the help of Quality of Life in Cities survey. Information in personal questionnaires is given about one person of a household whose birthday is the closet to 1 July and who is aged 15 or over. Respondents are asked about satisfaction with educational facilities, health care services, public transport, cultural facilities, city safety, work of local public administration, main modes of transportation used, etc.
Administrative data were not used to produce the indicators needed, however were used to carry out the survey. Household addresses available in the Address Register of the State Land Service were used to conduct telephone and face-to-face interviews. Full names of respondents were drawn from the Register of Natural persons of the Office of Citizenship and Migration Affairs. Telephone numbers of respondents were drawn from the Office of Citizenship and Migration Affairs, State Revenue Service, Road Traffic Safety Directorate, State Employment Agency, and provider of electronic communications services Tele2.
Sample design is based on a two-stage systematic sampling. In the first stage, the frame consists of buildings stratified by State city (except for Riga, that’s sample designed by Eurostat). The frame of buildings includes a total of 34 497 units. Aiming to obtain even geospatial dispersion in each State city, prior to the systematic selection, the frame of buildings was arranged with a tool for solving the travelling salesman problem. In the second stage, the frame consists of dwellings belonging to the buildings selected in the first stage. The dwellings are stratified by State city (except for Riga). The frame of dwellings includes a total of 146 748 units.
Building is the sampling unit used in the first stage and dwelling is the sampling unit used in the second stage.
Survey sample included 4 063 people in 2017 and 7 500 people in 2022.
Eurostat included 10 990 people (2019) and 11 812 people (2023) in Riga survey sample.

Data compilation
The data acquired with the help of the Quality of Life in Cities survey are extrapolated to all private households and household members thereof.
Sampling design weights (design weights) were calculated with the inverse probability weighting method.
When the results of the survey were available, the design weights were adjusted to the actual response rate as well as calibrated by total population, breakdown of the population by sex, age group and State city.
