Statistical concepts and definitions
Statistical unit
- Population;
- Private household;
- Dwelling.
Statistical population
Housing coverage
The first population is all conventional dwellings by definition: a dwelling is a room or several rooms and their ancillary rooms (for example, lobbies and corridors) in a permanent building or a structurally separate part thereof, which by its type of construction or reconstruction is intended for one household to live throughout the year (for example, a house or apartment).
The second statistical population is occupied dwellings (occupied conventional dwellings, other housing units and institutional dwellings).
Population coverage
Housing arrangements covers the whole population and refers to the type of housing in which a person usually resides at the time of the census. This covers all persons who are usual residents in different types of living quarters, or who do not have a usual residence and stay temporarily in some type of living quarters, or who are roofless, sleeping rough or in emergency shelters, when the census is taken.

7. Statistical processing (data source etc.)
Source data
To obtain housing indicators, the Central Statistical Bureau uses data from administrative registers:
- Office of Citizenship and Migration Affairs;
- State Land Service;
- State Construction Control Bureau;
- Information from municipal water supply, sewerage and heating enterprises.
Data on the number of dwellings are calculated from the State Land Service Real Estate Cadastre (State Immovable Property Cadastre) Information System. Data on addresses are obtained from the information system of the State Address Register.
Data collection
In 2021, the Population and Housing Census was based on registers and other sources of administrative data. In 2011 the method of obtaining information was combined – a full survey, as well as information from registers and other administrative data sources.
Data compilation
Criterion of cohabitation was used to determine households in the Population and Housing Census 2021, but the shared expenditures criterion – in 2011.
Changes in the time series of housing data
Population and Housing Census 2021 data have been published by registered place of residence, but Population and Housing 2011 data – by actual place of residence.
In 2021, based on the information available in the registers, the area of dwellings is published only for conventional dwellings, only three main types of residential buildings are indicated – one-dwelling residential buildings, two-dwelling residential buildings and three or more dwelling residential buildings, for conventional dwellings it is indicated whether there is central heating and whether there is a flush toilet. Relevant information on Population and Housing Census 2011 has been prepared for comparison.
Information on determining the registered place of residence in Latvia (from 2020) is available in the descriptive metadata section "Population and key demographic indicators".
