Around 9 000 citizens of Ukraine work in Latvia
Central Statistical Bureau (CSB) estimate shows that 9.3 thousand Ukraine citizens1 having the status of temporary protection in Latvia were registered as employees at the beginning of the year. Additionally, 4 thousand were registered with Latvian education institutions.
Employment of Ukraine citizens
State Revenue Service data show that 9.3 thousand Ukraine citizens were registered as employees at the beginning of 2025.
In terms of economic activities, the largest share of Ukrainians was employed in industry – 21.2 %. It is followed by financial, insurance, scientific, administrative and real estate activities with 13.2 %, accommodation and food service activities with 12.6 %, wholesale and retail trade; repair of motor vehicles and motorcycles with 11.0 %, and construction with 8.7 %.
In terms of occupations2, 39.5 % of the employed Ukraine citizens were engaged in elementary occupations (e.g., were domestic, hotel and office cleaners and helpers, kitchen helpers, shelf fillers, etc.). Craft and related trades workers made up 15.9 %, service and sales workers 13.6 %, plant and machine operators and assemblers 9.6 %, and managers 1.2 %.
About 4 000 Ukraine citizens registered with Latvian educational institutions
At the beginning of 2025, general education institutions at pre-primary, primary and secondary level enrolled around 3.8 thousand Ukraine citizens having the status of temporary protection in Latvia. In vocational education institutions, the number was around 200, and in tertiary education institutions, just over 200.
On 2 June 2025, CSB will release the annual population estimates for 1 January 2025 and inform about the number of Ukraine citizens having the status of temporary protection in Latvia. CSB estimates show that only 60 % of the Ukraine citizens having the status of temporary protection in Latvia and having registered their residence in Latvia were living here permanently at the beginning of 2024.
Methodological information
1 Ukraine citizens the place of residence whereof was declared in Latvia at the beginning of the respective month and who have a residence permit for at least 11 months (Office of Citizenship and Migration data), as well as those who have been granted a status of temporary protection in Latvia.
2 Only the people occupation whereof is indicated in the State Revenue Service data are covered.
