Over the year, the level of construction costs increased by 2.1 %, but during the month by 0.4 %
Data of the Central Statistical Bureau show that in June 2025, compared to June 2024, the level of construction costs in Latvia increased by 2.1 %. Over the month, the level of construction costs rose by 0.4 %.
In June 2025, compared to June 2024, labour remuneration of workers rose by 5.4 %, maintenance and operational costs of machinery and equipment by 2.0 %, but prices of building materials increased by 0.2 %.
Over the year, the level of construction costs was mostly affected by an increase in labour remuneration to auxiliary workers of road building, assemblers, as well as workers carrying out finishing works (roofers, plasterers, sanitary technicians and others).
In June 2025, compared to May, the level of construction costs rose by 0.4 %. Labour remuneration of workers increased by 0.9 %, maintenance and operational costs of machinery and equipment – by 0.3 %, but prices of building materialsby 0.2 %.
In June, the average level of construction costs was mostly affected by an increase in labour remuneration to auxiliary workers of road building, workers carrying out finishing works (roofers, plasterers, sanitary technicians and others), as well as assemblers.
In Q2 2025, compared to Q2 2024, the level of construction costs rose by 1.7 %. Labour remuneration of workers increased by 5.4 %, maintenance and operational costs of machinery and equipment by 2.0 %, while prices of building materials fell by 0.5 %.
Compared to Q 1, in Q 2 of 2025 the overall level of construction costs rose by 0.2 %. Labour remuneration of workers grew by 1.7 %, while prices of building materials decreased by 0.4 %, but maintenance and operational costs of machinery and equipment by 0.3 %.
Information on changes of construction costs in July 2025 will be published on 27 August.
Methodological information
The Construction Cost Index (CCI) aims to reflect average trends in the prices of construction resources. The CCI is input price index it presents price changes for the main types of resources invested in the construction.
In 2025, the data on prices of construction resources are provided by approximately 225 construction enterprises and more than 40 trade enterprises. When calculating the Construction Cost Index, the prices of building materials submitted by enterprises for the calculation of producer price indices in industry and import price index are also used. Additionally, registered consumer prices of building materials are used in calculations.
The sample includes construction enterprises with the highest value of own account construction works in 2024. The share of enterprises with the value of own account construction work exceeding EUR 1 million per year accounted for 87.1 %, in 31.6 % of which the value of own account construction work exceeded EUR 5 million per year. The criterion for the sample of trade enterprises is their turnover and specialisation.
