Over the month, the average level of consumer prices fell by 0.1 %

The data of the Central Statistical Bureau (CSB) show that in December 2025, compared to November 2025, the average level of consumer prices decreased by 0.1 %. The drop in prices of alcoholic beverages and tobacco products, mainly of spirits as well as of clothing and footwear, contributed the most to the price level change. In turn, prices of goods and services related to transport as well as of goods and services related to housing increased.

Compared to November 2025, in December 2025 drop in prices of alcoholic beverages and tobacco products (0.2 percentage points), clothing and footwear (0.1 percentage point), health care (0.1 percentage point), as well as rise in prices of goods and services related to transport (0.1 percentage point), goods and services related to housing (0.1 percentage point) contributed the most to the price level changes.

Over the month, prices of food and non-alcoholic beverages grew by 0.2 %. As the sales campaigns ended, price rise for coffee (of 4.1 %) had the strongest upward influence on the average price level within the group. Mainly due to the end of special offers, increase was recorded in prices of cheese and curd (2.5 %), fruit and vegetable juices (5.1 %), bakery products (1.5 %), ice cream (2.2 %), bread (0.4 %), soft drinks (3.0 %). Upturn was also registered in prices of dried, smoked or salted fish (7.5 %). In turn, the average level of fresh fruit prices fell (3.3 %). Sales campaigns led to the drop in prices of butter (of 7.0 %), dried, salted or smoked meat (1.5 %), flours and other cereals (4.8 %), pasta products (4.4 %), milk products (1.1 %), poultry (0.9 %) and breakfast cereals (7.4 %).

The average level of alcoholic beverage and tobacco product prices reduced by 2.1 %. Mainly due to discounts on spirits and wine, prices of alcoholic beverages went down by 3.3 %. Drop in prices was also registered for beer. During the month, the average level of tobacco product prices remained the same.

The average level of prices within clothing and footwear group fell by 2.1 %. Prices of garments dropped by 1.4 %, of footwear by 4.9 %.

Average price level of goods and services related to housing rose by 0.3 %. The most significant price rise within the group was registered for heat energy (1.3 %). Prices of water supply (4.9 %) and sewage collection (6.5 %) also went up. In turn, electricity (1.9 %) and rentals for housing (0.8 %) became cheaper.

The average level of health care prices reduced by 0.8 %. Due to the discounts, pharmaceutical products had the strongest downward influence on the price level within the group (2.0 %). 

Prices of goods and services related to transport increased by 1.0 %, which was mainly determined by the rise in prices of passenger transport by air. Prices of passenger transport by road went up. Prices of fuels for transport went down by 1.2 %, of which prices of diesel by 1.5 %, of petrol by 1.1 %, but prices of auto gas went up by 0.2 %. 

Among other commodity groups, the most notable fall was registered in prices of household cleaning and maintenance products, package holidays and toys. In turn, rise was registered in prices of fiction books, pet food, flowers.

In December, annual inflation was 3.5 %

Compared to December 2024, in December 2025 the average level of consumer prices* increased by 3.5 %. The average level of consumer prices was mainly influenced by the rise in prices of goods and services related to housing (1.2 percentage points), mainly of electricity. Also, food and non-alcoholic beverages (1.1 percentage points), miscellaneous goods and services group (0.2 percentage points), goods and services related to recreation and culture (0.2 percentage points), health care (0.2 percentage points) contributed significantly to the price level changes.

Over the year, prices within the group of food and non-alcoholic beverages increased by 4.2 %. Price rise for coffee (of 26.4 %), poultry (15.9 %), eggs (17.4 %), chocolate (16.0 %), bakery products (6.7 %) had the strongest upward influence on the average price level within the group. Upturn was also registered in prices of dried, smoked or salted fish (24.1 %), dried, salted or smoked meat (2.2 %), beef (24.7 %), vegetable oil (13.2 %), preserved or processed fish and seafood-based preparations (7.4 %), dried fruit and nuts (11.9 %), yoghurt (4.1 %), fresh vegetables (1.4 %), tea (8.6 %), bread (0.8 %). In turn, prices went down for butter (9.3 %), flours and other cereals (7.1 %), olive oil (12.5 %), fresh fruit (2.2 %), potatoes (7.6 %), pork (1.4 %), breakfast cereals (8.7 %). 

Average price level of goods and services related to housing rose by 6.9 %. Over the year, the most significant rise in the prices was for electricity (13.5 %). Prices of heat energy (3.9 %), maintenance charges in multi-occupied buildings (7.9 %), water supply (10.3 %), sewage collection (13.5 %) went up. Increase was also recorded in rentals for housing (7.3 %), services for the maintenance and repair of the dwelling (10.3 %), refuse collection (5.1 %), natural gas (2.2 %). In turn, prices fell for solid fuels (1.8 %), materials for the maintenance and repair of the dwelling (1.5 %).

The average level of health care prices grew by 2.5 %. Over the year, prices of dental services, prices in medical specialist practice, services of medical analysis laboratories and x-ray centres went up. In turn, downturn was registered in prices of pharmaceutical products. 

Prices of goods and services related to recreation and culture rose by 2.6 %, as prices of television subscription fee, recreational and sporting services, fiction books, newspapers and magazines, pet food, package holidays increased. Prices of flowers decreased.

The average level of restaurant and hotel service prices increased by 4.2 %. Upturn was observed in prices of catering services, of which prices of restaurant and café services rose by 4.3 %, of canteen services by 6.4 % and of fast food services by 7.9 %. Over the year decrease of 4.6 % was observed in prices of hotel services.

Within the miscellaneous goods and services group, prices increased by 4.0 %, which was mostly affected by the rise in retirement home fee for elderly persons. Articles for personal hygiene and beauty products, jewellery, hairdressing and personal grooming establishment services were also more expensive. In turn, motor vehicle insurance was cheaper.

Among other commodity groups, the most notable rise was registered in prices of tobacco products, garments, telecommunication services, passenger transport by air, higher education, pre-primary education, maintenance and repair of personal transport equipment, passenger transport by road. In turn, fuels for transport (1.6 %), beer, wine, spirits, second-hand motor cars were cheaper.

Compared to 2015, in December 2025 consumer prices were 51.8 % higher. Prices of goods increased by 49.4 % and prices of services by 56.7 %.

In December 2025 average consumer price changes in last 12 months, compared to the previous 12 months (annual average inflation) was 3.7 %.

Information on consumer price changes in January 2026 will be published on 11 February.

Starting from January 2026, the consumer price index in Latvia and the European Union will be compiled in accordance with the updated European Classification of Individual Consumption According to Purpose (ECOICOP), version 2. The transition to the new classification will not affect the already published overall inflation indicators. The compilation of consumer price indices according to the previously used ECOICOP classification will no longer be continued. * The annual inflation reflects consumer price changes, comparing the average price level in the comparison month with the average price level in the corresponding month of the previous year.

 

Methodological information:

 

The consumer price survey is a sample survey with targeted sample at all levels. It is conducted each month from 4th to 20th date, distributing the price collection evenly over the survey period. In 2025, the CPI sample includes 544 goods and services, the prices of which are recorded regularly. Approximately 2 000 trade and services outlets are surveyed. In total, about 24.5 thousand prices are observed each month.
