The largest number of kilometres of pedestrian and bicycle paths has been constructed in the municipalities of Riga, Ventspils, and Jūrmala

According to data compiled for the first time by the Central Statistical Bureau (CSB), the total length of micromobility infrastructure¹ in Latvian municipalities amounted to 1 194.5 km in 2025. Among municipalities, the greatest total length of micromobility infrastructure was in the Riga State City municipality – 170.4 km, in the Ventspils State City municipality – 73.6 km, and in the Jūrmala State City municipality – 68.7 km.

European Mobility Week, held from 16 to 22 September, aims to promote sustainable, safe, and environmentally friendly mobility (travel) patterns. Harmonized data on micromobility infrastructure enable the assessment of conditions across Latvia’s regions, support infrastructure development and investment planning, and facilitate monitoring of the implementation of sustainable mobility policies.

Combined pedestrian and bicycle paths accounted for 742.2 km (62.1 %) of the total micromobility infrastructure length, while 281.1 km (23.5 %) of pedestrian and bicycle paths were divided into separate facilities for pedestrians and cyclists or e-scooter users. The remaining 171.2 km, or 14.3 % of the total micromobility infrastructure, comprised bicycle lanes, bicycle paths, advisory cycle lanes, and other micromobility infrastructure.


Following the municipalities of Riga, Ventspils, and Jūrmala, the next largest total length of micromobility infrastructure was recorded in Ogre municipality (59.7 km), Liepāja State City (58.2 km), and Valmiera municipality (52.4 km).

In 2024, 53.2 km of bicycle lanes and 32.6 km of bicycle paths were recorded in Riga, comprising a total of 85.8 km or 74.4 % of the total length of these two infrastructure types in Latvia. The total length of bicycle lanes and bicycle paths in Latvia was 115.4 km. Bicycle lanes accounted for 57.6 km, while bicycle paths accounted for 57.8 km.

In 2026, as part of the Eurostat project Development of New Transport Statistics, the Central Statistical Bureau (CSB) conducted its first comprehensive survey of municipalities on micromobility infrastructure, covering all 42 municipalities in Latvia. 

At the same time, as part of the project, the Central Statistical Bureau (CSB) is continuing its survey on the Mobility of Latvian population in 2026. The survey is being conducted from June 1 to November 30 and aims to collect information on residents’ mobility (travel) patterns and trends in order to analyse sustainable mobility in Latvia.

Methodological information

 

The survey is a full-coverage survey of municipalities, covering all 35 municipalities and 7 state cities of Latvia. Data collection took place from 1 February to 8 May 2026. The data describe the micromobility infrastructure within the territory of each municipality that was placed into service and available for use as of 31 December 2025. The definitions of the infrastructure categories used in the survey were developed based on Cabinet Regulation No. 279 of 2 June 2015, Road Traffic Regulations, and the Glossary for Transport Statistics (6th edition, 2026), prepared by the European Commission, the International Transport Forum, and the United Nations Economic Commission for Europe (UNECE).

 

This approach ensures that the data are aligned with international transport statistics requirements. The data compiled will be used for reporting through the UNECE Common Questionnaire, the annual inland transport statistics data collection jointly administered by Eurostat, the International Transport Forum, and the United Nations Economic Commission for Europe (UNECE). It requires the provision of data on the total length of cycling infrastructure, as well as separate data on bicycle lanes and bicycle paths. This approach enhances the comparability of Latvia’s transport statistics with those of other countries.

 

For additional validation and comparison of the data, the CSB also used information available from the SJSC Latvian State Roads, which is compiled in accordance with Cabinet Regulation No 361 of 27 June 2017, Procedures for the Registration and Accounting of Municipal Roads and Streets, as well as information obtained pursuant to Cabinet Regulation No 173 of 11 March 2008, Procedures for the Use of Funds Allocated to the State Road Fund Programme of the State Basic Budget. When comparing the different data sources, differences in coverage, classification, and the methodologies used were taken into account.

 

Micromobility infrastructure – infrastructure intended for pedestrians and cyclists that is separated from motor vehicle traffic and may be either shared by pedestrians and cyclists or divided into separate facilities.

 

Pedestrian and bicycle path – a demarcated road or a part of the road with one side intended for bicycles and e-scooters and the other for pedestrians.

 

Combined pedestrian and bicycle path – a demarcated road or a part of the road which is designated for mixed pedestrian and bicycle traffic.

 

Advisory cycle lane – a part of the carriageway designed for the movement of bicycles, but which may also be used by other vehicles (marked with road marking No 956).

 

Bicycle lane – a lane on a carriageway which is intended for riding a bicycle and demarcated from traffic of other vehicles with road mark.

 

Bicycle path – a demarcated road or a part of the road which is intended for travelling with a bicycle.

 

Other – for example, a bicycle street, grade-separated cycling crossing, shared public transport and bicycle lane, green railways, and other similar facilities.
