Construction output grew by 9 % in 2025
Central Statistical Bureau calendar adjusted data at constant prices show that construction output 1 increased by 9 % in 2025, compared with 2024. Construction of buildings rose by 1.2 %, civil engineering by 25.7 %, and specialised construction activities by 2.9 %.
In Q4 2025, construction output increased by 9.9 %, compared with Q4 2024 (calendar adjusted data at constant prices). Output in civil engineering went up by 21.5 %, in specialised construction activities by 6.3 %, and in construction of buildings by 4 %.
Increased output in civil engineering was driven by construction of utility projects for electricity, telecommunications and fluids (up by 32 %) and by construction of roads and railways (up by 15.1 %). Construction of other civil engineering projects (water projects and other civil engineering not elsewhere classified) dropped by 5 %.
Compared with Q3 2025, construction output rose by 2.4 % (seasonally adjusted data at constant prices). Civil engineering increased by 6.3 %, specialised construction activities by 1.7 %, while construction of buildings fell by 4.4 %.

Building permits granted 2
In 2025, 3 410 building permits were granted for the construction, capital repairs, reconstruction and restoration of residential buildings with the intended area of 1 114 thousand m2, with 2 503 permits granted for the construction of new buildings with the intended area of 853 thousand m2. Out of the total number, 2 068 permits were issued for the construction of new one-dwelling buildings with the intended area of 442 thousand m2.
During the period, 1 250 building permits were granted for the construction, capital repairs, reconstruction and restoration of non-residential buildings with the intended area of 1 687 thousand m2, with 814 permits granted for the construction of new non-residential building with the intended area of 971 thousand m2. Out of the number, 282 permits were issued for the construction of industrial buildings and warehouses with the intended area of 743 thousand m2, with 186 permits granted for the construction of new buildings with the intended area of 501 thousand m2.
In Q4 2025, 833 building permits were granted for the construction, capital repairs, reconstruction and restoration of residential buildings with the intended area of 254 thousand m2, with 608 permits granted for the construction of new buildings with the intended area of 199 thousand m2. Out of the number, 507 permits were issued for the construction of new one-dwelling buildings with the intended area of 109 thousand m2.
During the period, 298 building permits were granted for the construction, capital repairs, reconstruction and restoration of non-residential buildings with the intended area of 345 thousand m2, with 194 permits granted for the construction of new non-residential buildings with the intended area of 186 thousand m2. Out of the number, 52 permits were issued for the construction of industrial buildings and warehouses with the intended area of 123 thousand m2, with 33 permits granted for the construction of new buildings with the intended area of 105 thousand m2.
