Construction output increased by 9.6 % in Q3 2025
Calendar-adjusted data at constant prices show that in Q3 2025 construction output 1 increased by 9.6 % year-on-year. Output in civil engineering rose by 22.4 %, in construction of buildings by 5.0 %, and in specialised construction activities by 3.4 %.
Increased output in civil engineering was driven by construction of roads and railways (up by 20.9 %), construction of utility projects for electricity, telecommunications and fluids (up by 19.4 %), as well as construction of other civil engineering projects (water projects and other civil engineering not elsewhere classified) (up by 81.8 %).
Year-on-year data for the first nine months of 2025 show an 8.9 % rise in the construction output. Civil engineering went up by 28.8 %, construction of buildings by 0.3 %, and specialised construction activities by 1.3 %.
Quarter-on-quarter, construction output reduced by 0.2 % (seasonally adjusted data at constant prices). Specialised construction activities fell by 2.7 %, while construction of buildings as well as civil engineering each rose by 1.3 %.

Building permits granted 2
In Q3 2025, 950 building permits were granted for the construction, capital repairs, reconstruction and restoration of residential buildings with the intended area of 333 thousand m2, with 701 permits granted for the construction of new buildings with the intended area of 250 thousand m2. Out of the total number, 585 permits were issued for the construction of new one-dwelling buildings with the intended area of 121 thousand m2.
During the period, 312 building permits were granted for the construction, capital repairs, reconstruction and restoration of non-residential buildings with the intended area of 464 thousand m2, with 186 permits granted for the construction of new non-residential building with the intended area of 274 thousand m2. Out of the number, 89 permits were issues for the construction of industrial buildings and warehouses with the intended area of 189 thousand m2, with 59 permits granted for the construction of new buildings with the intended area of 114 thousand m2.
