Construction output increased by 7.1 % in Q2 2025

Calendar-adjusted data at constant prices show that in Q2 2025 construction output1 increased by 7.1 % year-on-year. Output in civil engineering rose by 27.7 %, while in construction of buildings as well as in specialised construction activities reduced by 2.8 % and 0.1 % respectively.

Increased output in civil engineering was driven by construction of roads and railways (up by 25 %), construction of utility projects for electricity and telecommunications, construction of water projects (up by 30.9 %), as well as construction of other civil engineering projects (water projects and other civil engineering not elsewhere classified) (up by 26 %). A significant contribution continued to come from the installation of solar panels and related systems, as well as work on high-voltage projects and increased activity in resource-intensive transport infrastructure developments.

Year-on-year data for the first six months of 2025 show a 7.8 % rise in the construction output. Civil engineering went up by 33.1 %, while construction of buildings as well as specialised construction activities went down by 2.5 % and 0.6 % respectively.

Quarter-on-quarter, construction output increased by 1.5 % in Q2 2025 (seasonally adjusted data at constant prices). Construction of buildings went up by 1.4 %, civil engineering by 5.9 %, and specialised construction activities by 0.8 %.

Building permits granted2

In Q2 2025, 864 building permits were granted for the construction, capital repairs, reconstruction and restoration of residential buildings with the intended area of 261 thousand m2, with 614 permits granted for the construction of new buildings with the intended area of 198 thousand m2. Of the total number, 520 permits were issued for the construction of new one-dwelling buildings with the intended area of 120 thousand m2.

During the period, 328 building permits were granted for the construction, capital repairs, reconstruction and restoration of non-residential buildings with the intended area of 613 thousand m2, with 228 permits granted for the construction of new non-residential building with the intended area of 394 thousand m2. Out of the number, 76 permits were issues for the construction of industrial buildings and warehouses with the intended area of 352 thousand m2, with 53 permits granted for the construction of new buildings with the intended area of 238 thousand m2.
