Construction output reduced by 7.4 % in Q4 2024
The latest Central Statistical Bureau calendar adjusted data at constant prices show that in Q4 2024, compared to Q4 2023, construction output1 reduced by 7.4 %. Output in construction of buildings fell by 24.8 %, in specialised construction by 3.2 %, while in civil engineering rose by 6.4 %.
Increased output in civil engineering was driven by construction of utility projects (for electricity and fluids) which went up by 26.8 %. Development of solar parks and large-scale construction works for high-voltage networks had positive effect on construction output as well. However, construction of roads and railways went down by 3.9 % and other civil engineering projects not elsewhere classified (water projects and other civil engineering not elsewhere classified) by 17.7 %.
Among specialised construction activities, increased output was registered in demolition and site preparation (32.4 %) as well as building completion and finishing (13.0 %). Output in electrical, plumbing and other construction installation activities went down by 9.6 % and in other specialised construction activities not elsewhere classified (roofing activities, other specialised construction activities not elsewhere classified) by 7.5 %.
In Q4 2024, compared to Q3 2024, construction output increased by 0.4 % (seasonally adjusted data at constant prices). Civil engineering went up by 9.3 %, specialised construction activities by 0.3 %, while construction of buildings down by 7.1 %.
In 2024, compared to 2023, construction output reduced by 4.3 % (calendar adjusted data at constant prices). Construction of buildings went down by 19.7 %, while civil engineering and specialised construction activities up by 8.4 % and 0.8 %, respectively.

Building permits granted2
In 2024, 3103 building permits were granted for the construction, capital repairs, reconstruction and restoration of residential buildings with the intended area of 923 thousand m2 (2405 permits for the construction of new buildings with the intended area of 724 thousand m2). Out of the number, 2002 permits were granted for the construction of one-dwelling buildings with the intended area of 423 thousand m2.
During the period, 1084 building permits were granted for the construction, capital repairs, reconstruction and restoration of non-residential buildings with the intended area of 1231 thousand m2 (744 permits were issued for the construction of new non-residential buildings with the intended area of 785 thousand m2). Out of the number, 276 permits were granted for the construction of industrial buildings and warehouses with the intended area of 554 thousand m2 (178 permits for the construction of new buildings with the intended area of 383 thousand m2).
In Q4 2024, 691 building permits were granted for the construction, capital repairs, reconstruction and restoration of residential buildings with the intended area of 258 thousand m2 (524 permits for the construction of new buildings with the intended area of 202 thousand m2. Out of the number, 435 permits were granted for the construction of one-dwelling buildings with the intended area of 91 thousand m2.
During the period, 249 building permits were granted for the construction, capital repairs, reconstruction and restoration of non-residential buildings with the intended area of 284 thousand m2 (176 permits were issued for the construction of new non-residential buildings with the intended area of 202 thousand m2). Out of the number, 68 permits were granted for the construction of industrial buildings and warehouses with the intended area of 143 thousand m2 (46 permits for the construction of new buildings with the intended area of 115 thousand m2).
