Data description
Data on number of private households are used to estimate the number of the total number, average size of households and number of residents living in household in Latvia, statistical regions and in the cities under state jurisdiction and in rural, urban areas.

Results of the Population and Housing Census that are territorially comparable between EU countries are published in the Eurostat database.

The methodology used to calculate number of households and average size of household:
Until 2014:
Household - several persons living in one dwelling and sharing expenditures or one person having separate housekeeping.
Average size of household was calculated based on the data of the largest household surveys.
As of 2015:
Household - all persons (one or several) sharing one dwelling regardless of the way household expenditure is covered.
Average size of household was calculated based on the CSB population estimate. Number of persons living in private households was calculated based on the usually resident population estimate of the CSB as well as information on the persons living in collective households in the Population Register and administrative sources. As of 2016 (household number and average size in regions) indicators characterising household number and average size in regions are not comparable with those on previous years.
In the 3rd quarter of 2016, when implementing project Data Collection for Sub-national Statistics (mainly cities), the existing algorithm used for the calculation of population territorial distribution - place of usual residence - was revised. The algorithm was improved, ensuring more precise population estimates in rural territories, municipalities, cities and towns, and regions. The indicators, including household size and number of persons living in private households, regarding the beginning of 2016 were recalculated in line with the new algorithm.
Until 2018 data were published by the actual place of residence. Since 2019 methodology changed – data were published by the registered place of residence and persons, who were registered at village or house level, were included in flats (if it was possible), as well persons, whose code of an address is unknown, are not included in the count of population living in a private household (approximately 4 - 5 thousands of persons).

- Information received from the Ministry of Welfare system SPOLIS on recipients of shelter and social services in local governments;
- SSIA data on persons in old peoples’ homes and receiving pension.
Until 2014, the number of private households was calculated by using several data sources:
- datasets compiled by the CSB from the Labour Force Sample Survey, Household Budget Survey, survey Community Statistics on Income and Living Conditions, and survey of Higher Education Institutions and Colleges;
- Prison Administration data on prison population;
- data of the Ministry of Welfare on persons in social care and rehabilitation institutions, number of places in local government shelters for homeless;
- data of the Centre for Disease Prevention and Control on long-term narcology and psychiatry hospital patients;
- data of the Office of Citizenship and Migration Affairs on usually resident population at the beginning of the year.

Information is acquired with a full-scope survey (administrative data).
