Eurostat (statistical office of the European Union) is responsible for publishing high-quality Europe-wide statistics and indicators that enable comparisons between countries and regions. Statistics for building permits is available in the Eurostat database. Section: Construction, building and civil engineering (sts-cons).

Source data
Starting with 2020 the data on building permits issued (incl. new buildings) are collected only from an administrative source – Construction Information System (BIS).
Data on 2018–2019 were acquired from quarterly questionnaire 1-BA Report on Building Permits Granted, New Construction and Commissioning of Buildings and Construction Information System. Until 2018 data were acquired only from the questionnaire 1-BA.
Data collection
The data are collected from administrative source – Construction Information System.
The data are collected and compiled in line with the Cabinet Regulation No 326 of 12 June 2018 (in Latvian) on the following types of construction:
- Residential buildings
- one-dwelling buildings (excluding summer cottages and garden-houses);
- summer cottages and garden-houses;
- two- and more dwelling buildings;
- residences for communities;
- Non-residential buildings:
- hotels and similar buildings;
- office buildings;
- wholesale and retail trade buildings;
- traffic and communication buildings;
- industrial buildings and warehouses;
- public entertainment, education, hospital or institutional care buildings;
- other non-residential buildings.
Data compilation
The data is calculated for new buildings, by including information on all types of buildings (both residential and non-residential).
