Data description
In 2021, for the second time (first time in 2017) CSB conducted a survey “Mobility Survey of Latvia Population in 2021”, the purpose of which was to find out the mobility behaviour of Latvian residents and obtain indicators comparable in the European Union by applying a single methodological framework and definitions.
In “Mobility of Latvia population in 2021” extensive information on mobility was acquired. The following indicators are calculated in the survey:
- Trip-makers and no-trip makers;
- Mobility/ trips;
- Average number of daily trips per person;
- Average length of daily trips per person (km);
- Average time of daily trips per person (min);
- Passenger kilometres;
- Passenger cars occupancy.

Statistical unit
Latvian resident aged between 15 and 84 living in private household.
Statistical population
The survey sample included 11 thousand persons (2017) and 9 thousand persons (2021) - Latvian residents aged between 15 and 84 living in private households.
Persons living in collective (institutional) households (i.e. nursing homes for the elderly, boarding schools for disabled children, student dormitories, hotels, hospitals, sanatoriums, prisons, etc.) were not surveyed.

The data were acquired in a sample survey using a questionnaire and methodology developed by Eurostat and adapted by CSB. The survey “Mobility of Latvian population” was carried out within the framework of Eurostat grant project – “Passenger mobility”: (Agreement No. 951603 — 2019-LV-PASSENGER, project ID code G – 19.16).
Data collection methods applied in “Mobility of Latvian population”:
- Computer-assisted telephone interviews, computer-assisted personal interviews (CATI, CAPI);
- computer-assisted web interviews (CAWI).
Data collection
8 978 persons aged 15 to 84 years were surveyed in “Mobility of Latvian population in 2021”. The population survey took place from the end of August 2021 to the middle of December 2021.
The survey took place at time when the spread of COVID-19 had particularly intensified and stricter restrictions were introduced in Latvia in order to reduce this spread, so this fact should be taken into account when analysing the data.
During the fieldwork period from 26 August to 29 September 2021, the questionnaire could be completed online (CAWI). Telephone interviews were held from 27 September to 15 December 2021. During the survey respondents had access to a toll-free consultation telephone number. Also an e-mail was available for consultations: mobility@csp.gov.lv.
Data compilation
“Mobility of Latvian population” is a sample survey and its data is generalized to the target population of the survey.
